The Ministry of Industry and Trade has clarified the procedures for residential solar rooftop installation, confirming that citizens do not need permits but only need to provide simple notification to the local electricity management unit or Department of Industry and Trade. This measure aims to reduce administrative procedures and create a clear legal framework to encourage renewable energy development at household level.<\/span><\/p>\n

Procedure is Simple Notification, No License Required<\/b><\/h2>\n

According to Bui Quoc Hung, Deputy Head of the Electricity Department, the residential solar rooftop installation procedure has been significantly simplified.<\/span><\/p>\n

Residents only need to notify the local electricity management unit or the Department of Industry and Trade to provide basic information such as: whether the household is installing solar panels, the system's capacity, and the time it can be used. The purpose of this notification is purely for technical coordination, helping the electricity sector balance supply and demand reasonably and ensure national grid stability.<\/span><\/p>\n

It should be noted that most households currently remain connected to the national grid, both consuming self-generated solar electricity and using grid power when there is no sunshine, particularly at night. Therefore, the notification mechanism is necessary for efficient power system management. Without this information, the electricity sector will face difficulties in calculating load balance, potentially leading to power shortages at certain times.<\/span><\/p>\n

New Legal Framework with Simplified Procedures<\/b><\/h2>\n

The Ministry of Industry and Trade is finalizing a new decision on encouraging residential solar rooftop development.<\/span><\/p>\n

The procedure will be extremely simple, requiring only one registration file package consisting of: a request letter and an installation confirmation form, to be submitted through the communal-level information portal or directly to the local electricity unit. Upon receiving the notification, the electricity unit will automatically coordinate with relevant agencies to provide support, conduct technical inspections, installation, and system operation.<\/span><\/p>\n

This decision will create a clearer and more streamlined legal framework for citizens, while including many measures to reduce administrative procedures and practical support policies. The ultimate goal is to encourage people to actively invest in renewable energy, contributing to the nation's sustainable development and energy security objectives.<\/span><\/p>\n

Addressing Difficulties for LNG Gas-Fired Power Projects<\/b><\/h2>\n

The Ministry of Industry and Trade is also focusing on resolving obstacles related to LNG gas-fired power projects.<\/span><\/p>\n

According to Resolution 70, the ministry has been tasked with developing special mechanisms to promote these projects. Specifically, the Ministry is considering proposing a power output commitment mechanism at approximately 70-75% for a 10-year period for LNG gas-fired power plants. This stable output guarantee mechanism will give investors confidence to proceed with projects, creating favorable conditions to accelerate construction progress and bring projects into operation on schedule.<\/span><\/p>\n

Regarding the Hai Phong LNG Gas-Fired Power Project, it is one of the priority projects being smoothly implemented. The project is invested by a joint venture between Vingroup and VinEnergo Company. Currently, the project has received an investment registration certificate, completed feasibility study reports, and passed fire safety, environmental design review. The investor is conducting EPC contractor selection and implementing procedures related to infrastructure, transmission lines, power plan adjustment, national grid connection, and completing LNG import documentation and fuel storage facility construction.<\/span><\/p>\n

Meanwhile, the Quynh Lap LNG Gas-Fired Power Project in Nghe An remains in the investor selection phase, though it has been included in the National Power Development Plan VIII general diagram.<\/span><\/p>\n
